Message from the West Rouge Soccer Club Board of Directors

The Board of Directors and Technical Director have been meeting regularly to review COVID-19 pandemic items that affect the Club and its membership.

The health and safety of our players, coaches, members and staff is of the utmost importance as we manage through this situation.

We have Good News!

The West Rouge Soccer Club has completed the Canada Soccer Return to Soccer Assessment Tool. Based on the information our Club provided, the Risk Assessment Level of our Return to Play plan was assessed as LOW. Ontario Soccer has formally acknowledged our “low” risk assessment, and we are clear to proceed with our Plan in accordance and compliance with restrictions and conditions as determined by the local Public Health Authorities.

The Toronto Public Health region, which includes the Scarborough Soccer Association, have been approved to commence with Ontario Soccer’s Return to Play “Phase 1 Training”.

The Ontario Soccer Return to Play Guide/Plan consists of a three-phase approach that includes:

Phase 1: Return to Training (modified training)  
Conditions: All Phase 1 Return to Train conditions are met
Restrictions: No contact, no league, exhibition, festival or tournament games


Phase 2Return to Training and Modified Games (enhanced training & modified games)
Conditions: All Phase 2 Return to Train conditions are met
Inter-squad and Intra-squad modified games permitted (only within the Club/Academy)
Restrictions: No league, exhibition, festival or tournament games


Phase 3Return to Soccer (regular competition, games and training)
Conditions: Social distancing restrictions have been lifted
Restrictions: None


The Ontario Soccer phases outlined above apply equally to all recreational, competitive and high performance level soccer.

Note: Ontario Soccer will determine timelines for each Phase in alignment with the Province of Ontario provincial health authorities involving government orders, restrictions, and guidelines.

What does this mean for outdoor programs?
The Club will take a phased approach to Return to Play as follows.

Development & Competitive Programs:
- Plan to start in Ontario Soccer Phase 1
- Limited Training in groups of 10 or less, recognizing all social distancing, hygiene, and group sizes.
- To be confirmed on an individual program basis, it is expected to be possible to start in early July as soon as field permits are confirmed, and all players, coaches and staff are prepared to implement the required protocols.

Recreational (“House League”) Under 12 to Under 18:
- Plan to start in Ontario Soccer Phase 1
- Limited Training in groups of 10 or less, recognizing all social distancing, hygiene, and group sizes.
- To be confirmed on an individual program basis, it is expected to be possible to start in July after Development and Competitive programs are underway, and all players, coaches and staff are prepared to implement the required protocols.

Recreational (“House League”) Under 4 to Under 10:
- Plan to start in Ontario Soccer Phase 2
- Training by team recognizing all social distancing (assumed to be relaxed in Phase 2), hygiene, and group sizes.
- Inter-squad and Intra-squad modified games permitted, up to 7 players a side (“7v7”)
- To be confirmed on an individual program basis, it is expected to be possible to start within 1-2 weeks after Ontario Soccer declares our region to be in Phase 2 of Return to Play, and all players, coaches and staff are prepared to implement the required protocols.
- Club-provided Field Marshals will be deployed at each field.

Summer Camps:
- Our scheduled Summer Camps will be deferred week-to-week until we receive our field permits and confirmation of logistics to support required Return to Play protocols.

All programs will be implementing a Contact Tracing program for Ontario Soccer Phases 1 and 2. Also specific details for each program will be announced in the coming days. We will ensure that informational materials are available to all players, parents and coaches on all of the protocols and procedures in advance of the start date for each program.

We know this has been a stressful time for everyone and appreciate your continued support as we navigate the “new normal” in our quest to provide soccer opportunities to as many people as possible.

Our Club Office is now closed, but we continue to respond to emails and phone messages, and our registration system is available 24 hours a day, 7 days a week at westrougesoccer.ca.
